The Department of Public Safety Canada is developing a SAR database to enable common storage of Canadian SAR case data whether Ground, Air, or Maritime SAR, since each area of SAR falls under a different jurisdiction in Canada. A database such as this should provide easier access to primary data sources, with individual privacy protected, and enable statistical analysis for policy purposes.
I would echo this challenge. In Canada we have Cold Water Immersion Survival tables that estimate how long a person can reasonably be expected to survive in cold water depending on body type, clothing, degree of immersion, floatation, and other factors. Unfortunately, the number of variables for surviving in cold weather on land is large and we don't have survival tables for people on land. This leads to longer searches, since we can't cite any research that explains there is no reasonable expectation of survival beyond this time missing. Do any agencies have survival tables for people on land? If so, what was the source of research to produce the table?
